RE: FORMAL NOTICE OF CONCERNS REGARDING POTENTIAL POLITICAL HARASSMENT, MISUSE OF OFFICIAL AUTHORITY, REQUEST FOR RECUSAL, AND INDEPENDENT INVESTIGATION
Dear Attorney General Ford:
It has come to my attention that you may be associating with and supporting LisaRaye McCoy, whom I understand to be your travel companion. I am writing to formally place my concerns on record regarding the potential misuse of political influence, governmental authority, or access to legal information in connection with my personal, professional, and legal affairs.
Please be advised that I will not tolerate unlawful political harassment, bullying, intimidation, retaliation, or abuse of governmental power by any elected official or individual acting under color of law.
1. FORMAL CEASE-AND-DESIST NOTICE
I intend to send your office a separate, formal cease-and-desist demand requiring that you, and anyone acting at your direction, refrain from any unlawful harassment, intimidation, retaliation, or interference directed toward me personally or professionally.
I expect all interactions involving me to remain lawful, professional, and free from improper political influence. No public official should use governmental resources, official authority, or confidential information to disadvantage an individual for personal or political reasons.
2. REQUEST FOR RECUSAL AND NONINTERFERENCE
I formally request that you refrain from any improper involvement in my pending, scheduled, or anticipated legal matters in Clark County, Nevada.
Where an actual conflict of interest or other legally sufficient basis for disqualification exists, I request that you recuse yourself or facilitate referral to an appropriately independent authority, as permitted or required by law.
I further request that no unauthorized access, disclosure, manipulation, alteration, or interference occur with respect to my court records, case files, evidence, or legal proceedings.
I am requesting impartial treatment and appropriate safeguards. I am not asserting that you have accessed or manipulated my records without evidence establishing that conduct.
I also request that unnecessary direct contact concerning these allegations be avoided and that any necessary official communications be handled in writing through appropriate channels.
3. REQUEST FOR INDEPENDENT INVESTIGATION
Given my involvement in federal litigation and my legal matters in Clark County, I am requesting independent review of any credible evidence that governmental authority, official resources, or access to legal records may have been used for improper political or personal purposes.
I request that an appropriately independent investigative authority examine any substantiated evidence of unauthorized access to my legal records, improper communications concerning my cases, retaliation, or interference with judicial proceedings.
Because these concerns involve you personally, I request that any investigation be handled by an authority sufficiently independent of your office to avoid an actual or reasonably perceived conflict of interest.
I further request preservation of potentially relevant official communications, access logs, referral records, and other materials to the extent required by applicable law.
4. NOTICE TO MEDIA, LOCAL OFFICIALS, AND ILLINOIS ELECTED OFFICIALS
I am submitting a report concerning my concerns to appropriate media organizations, local officials, and elected officials in Illinois.
My report will include relevant documentation, a chronology of events, and any supporting evidence available to me. I intend to distinguish firsthand observations from information reported by others and allegations that remain unverified.
Although I intend to reserve further public commentary until after the election where practicable, this does not waive my legal rights or prevent me from submitting time-sensitive reports or complaints to the appropriate authorities.
I expect any review of these concerns to be conducted impartially, without political favoritism, retaliation, or interference.
5. POTENTIALLY APPLICABLE NEVADA LAWS
I am identifying the following Nevada statutes for consideration by the appropriate investigative or oversight authority:
NRS 281A.020 — Public Office as a Public Trust. This provision establishes Nevada's public policy that public office is held for the benefit of the people and that public officers should avoid conflicts between private interests and their public responsibilities.
NRS 281A.400 — Code of Ethical Standards. This statute establishes ethical restrictions for public officers and employees, including restrictions on using governmental positions to obtain or grant specified unwarranted privileges or advantages.
NRS 281A.420 — Disclosure of Conflicts of Interest and Abstention. This provision addresses disclosure and restrictions on official action in specified circumstances involving conflicts of interest.
NRS 197.110 — Misconduct of Public Officer. This criminal statute addresses specified conduct involving improper compensation for official action and the use of persons, money, or property under a public officer's official control for private benefit or gain.
NRS 197.200 — Oppression Under Color of Office. This statute addresses specified unlawful and malicious conduct under pretense or color of official authority that injures another person's person, property, or rights.

I understand that each provision has specific legal elements and jurisdictional requirements. My purpose in identifying these statutes is to request appropriate review if supporting evidence establishes conduct within their scope, not to declare that a violation has already occurred.
6. RESERVATION OF RIGHTS AND LEGAL REMEDIES
If evidence establishes that you or anyone acting under your authority improperly used an official position to harass me, retaliate against me, misuse confidential information, or manipulate or interfere with any legal matter involving me in Clark County, I reserve the right to pursue all appropriate administrative complaints, independent investigations, and legal remedies available under the circumstances.
I also reserve the right to supplement my report as additional information becomes available.
My pursuit of legal remedies will be based on the evidence, applicable law, and the procedures available to address any substantiated misconduct. I expect the independence of the courts and my right to pursue legal relief to be respected.
7. REQUEST FOR WRITTEN ACKNOWLEDGMENT
Please acknowledge receipt of this correspondence and advise me of the appropriate procedure for submitting supporting documentation for independent review.
If your office cannot impartially review these concerns, I request referral to an independent authority with appropriate jurisdiction.
I am seeking transparency, accountability, impartial treatment, and protection of my legal rights. This correspondence constitutes formal notice of my concerns and a request for appropriate safeguards.
I will continue to pursue these matters through lawful channels and reserve all rights and remedies available to me.
