Dear Congressman Davis et. al.,,

We believe that this settlement offer is a fair and equitable resolution to the issues at hand and will allow all parties involved to move forward without further litigation.
Please respond to this letter, indicating your acceptance or any counteroffers you may have. We are open to negotiation and dialogue to reach a mutually agreeable settlement.
Thank you for your attention to this matter. We look forward to resolving this dispute in a timely and cooperative manner.
